Fasten off, leaving long tail.

Turn hat wrong side out, fold up crown, then use the tail and yarn needle to stitch to hat. Weave in all ends.

Snowflakes:

Turquoise yarn, g hook, make 2

Round 1: starting with a magic ring, 12 sc in ring. Sl st to first sc. Pull tail of ring to tighten ring.

Round 2: ch 1, sc in same st, ch 3, sc in next st, * sc in next st, ch 3, sc in next st.* Repeat from * to * around. Sl st to first sc.

Round 3: in each ch 3 sp around: sc, ch 1, sc (ch 6, sl st to 3rd ch from hook, ch 3, sl st to 3rd ch from hook, ch 3, sl st to 3rd ch from hook, sl st to 3rd ch of ch 6) sc, ch 1, sc. Sl st to first sc. Fasten off leaving  long tail to stitch to hat. Weave in yarn tail from ring.

Hair:

This part is kind of a pain in the rear so just take your time with it.

Cut 36 pieces of white yarn 72 inches long each. Divide into 3 groups with 12 pieces in each group.

Fold first group in half, use a large hook to pull yarn through the back center stitch of last row of hat.

Then knot:

Repeat twice with each of the two groups of yarn you have left. With the back of the hat facing you, take the two groups of hair  on the right and twist them together around to the right, around the front and around the left side. Finish by braiding the three groups of hair. Tie in a knot at the end and trim so that the fringe from the braid is even. You may need to stitch the twisted hair to the hat in random spots to keep it from sagging. Wrap a strand of turquoise around the bottom of the braid.

If you're adding the jewels (which is completely optional) hot glue them to the crown, snowflakes and wrap around the braid.
